It's a tradeoff: Resource leveling within float doesn't extend the schedule but may not fully eliminate peaks. Extending duration allows smoother resource profiles but delays completion. Calculate cost of delay vs. cost of resource peaks (overtime, equipment rental, subcontractor premiums) to decide.

Resource Leveling may extend project duration to stay within resource limits (hard constraint). Resource Smoothing works within fixed project duration and minimizes peaks but may not eliminate overallocations. Use leveling when resources are truly limited; use smoothing when schedule is fixed.

Create a master resource pool with total availability, then allocate to projects based on priority. P6 handles multi-project resource leveling. For this calculator, combine resource requirements from all projects before leveling. Consider staggering project starts to reduce peak conflicts.
