Saudi Building Code (SBC): An Overview for Contractors

Check before you rely on this. This is a general explainer, not legal or engineering advice. Requirements, editions and local amendments change. Confirm current requirements with the relevant authority and your design consultant.

What is the Saudi Building Code?

The Saudi Building Code, usually shortened to SBC, is the national building code for Saudi Arabia. It is published as a series of numbered parts, each covering a discipline or subject. Typical subjects include general building requirements, structural loads and design, materials, fire protection, mechanical and electrical work, plumbing and energy efficiency. The exact list of parts and their editions is set by the code's issuing body, so read the current publication rather than a summary like this one.

How should a contractor use the code on site?

The code reaches a contractor mostly through three documents: the design basis from the consultant, the contract specification, and the approvals from the authority. Your practical job is to make sure that what is built matches what was approved, and that you can show it.

  1. Ask which parts and editions apply and get the answer in writing, ideally in the design basis or a clarification letter.
  2. Map requirements to your submittals. Material and shop drawing submissions should reference the specification section and, where the consultant requires it, the code clause. Our guide to submittals workflow shows a clean route.
  3. Tie inspections to the same requirements. Inspection checklists are stronger when each hold point points back to a specification or code requirement. See construction inspection and snag software.
  4. Log queries formally. If the code and the specification seem to differ, raise an RFI instead of resolving it by phone. See RFI vs submittal vs ball in court.

What is the difference between the code and the specification?

The code states minimum requirements that apply to buildings generally. The specification is the employer's project-specific document and can ask for more. If both apply, the stricter requirement usually governs in practice, but the contract's order of precedence decides, so check it.

What should be on record for an audit or handover?

Keep the evidence that links a requirement to a result: approved submittals, test and inspection records, non-conformance reports and their closure, and the revision history of the drawings built to. In Arkan, Document Control holds controlled documents with version history, and the Inspections module records checks against project checklists. These help you show what was checked and when. They do not by themselves establish compliance with any code, which remains a matter for the designers, the authority and your contract.

Where does this fit with local permits?

Code requirements are one input to permitting, which is handled by the municipal authority. Our overview of Balady building permits in Saudi Arabia explains the general flow. For how Arkan is used on projects in the Kingdom, see Arkan for Saudi Arabia.

Frequently asked questions

What is the Saudi Building Code?

It is the national building code for Saudi Arabia, issued as a series of parts that set technical requirements for design and construction. Always read the current published parts rather than relying on a summary.

Does the code replace the contract specification?

No. The code sets minimum requirements; the contract specification and drawings can require more. When they differ, follow the contract's order of precedence and raise a query through the formal RFI route.

Who confirms which parts apply to my project?

The design consultant normally states the applicable parts in the design basis, and the permitting authority confirms what it expects at submission. A contractor should ask for this in writing at the start rather than assume.

Does Arkan make a project compliant with the code?

No. Arkan is a project documentation and workflow platform. It can hold the submittals, inspection records and approvals that show what was checked, but compliance is determined by the designers, the authority and the contract.
