Check before you rely on this. This is a general explainer, not legal advice. Permit procedures, required documents, fees and timelines are set by the authorities and differ by municipality and project type. Verify the current process on Balady and with the municipality.
What is Balady and what does it have to do with building permits?
Balady is the Saudi platform for municipal services. Among those services are ones connected with building permits, which authorise construction work under the municipality's rules. For a contractor the platform matters mainly because it is where the project's permit status is established, and that status decides when you can mobilise and what you can build.
Who is responsible for the permit on a project?
This is a contract question before it is a platform question. On many projects the owner or a licensed design office handles the application, and the contractor receives the permit as a precondition of starting. On others the contractor is asked to assist or to obtain parts of it. Read the contract's conditions and the employer's requirements, and get clarity in writing.
What does a contractor need to keep organised?
Even when someone else applies, the contractor's records feed the process. Typical items include:
- Approved drawings and their current revisions.
- The contractor's licensing and registration documents.
- Method statements and the programme where they are requested.
- Correspondence with the consultant and authority.
A single place for these avoids the situation where a reviewer asks for a document and three people each send a different version. Our guide to document management systems for construction explains how to structure it, and Document Control in Arkan holds controlled documents with version history.
How do permits connect to inspections and approvals?
A permit is rarely the only approval. Authorities may require inspections at stages of the work, and consultants run their own hold points. Tracking each as a dated record with an outcome, and closing every item, is what lets you hand over cleanly. Compare how this works in other markets in our overviews of UAE construction authority approvals and the Dubai Municipality approval process; the specifics differ, but the habit of keeping a clear trail is the same. Arkan's Inspections module records checks and outcomes against checklists.
What are common causes of permit-related delay?
- Starting preparation late and discovering missing documents at submission.
- Drawings that changed after the version used for the application.
- Unclear responsibility between owner, consultant and contractor.
- Not checking whether conditions attached to the permit are met on site.
What Arkan does not do
Arkan does not interface with Balady, submit applications or guarantee any approval. It supports the records and workflows around the permit. For how teams use it on Saudi projects, see Arkan for Saudi Arabia, and for design standards see the Saudi Building Code overview.
