Check before you rely on this. This is a general explainer, not legal advice and not a substitute for the tender documents. Procedures, forms and deadlines are set by the issuing entity and the platform and can change. Verify current requirements on Etimad and with the entity.
What is Etimad and why do contractors care?
Etimad is the Saudi government's electronic platform used by public-sector entities to publish and manage tenders. For a contractor, it is the place you follow opportunities and, where the tender requires it, submit your bid. Public projects are a large part of the market, so knowing the flow saves time and avoids avoidable rejections.
What are the stages of a tender?
The details differ, but most tenders move through the same broad steps.
- Find and shortlist. Review the tender notice: scope, entity, location and deadlines. Decide quickly whether it fits your capacity and experience.
- Obtain and read the documents. The conditions of contract, specifications, drawings and BOQ are your brief. Read the conditions first for eligibility, the form of contract and any guarantee requirements. Our guide to types of construction contracts helps you understand what risk you are pricing.
- Raise clarifications. If something is ambiguous, ask within the period allowed and keep the answers with the bid file.
- Price. Build the price from the issued BOQ, item by item. Our BOQ management guide covers how to keep that structure clean.
- Assemble the submission. Technical and commercial documents, guarantees and any forms the tender lists. Use a checklist drawn from the tender's own instructions.
- Submit before the deadline. Do not leave this for the last hour; allow time for upload problems.
What do bid guarantees involve?
Many tenders ask for a bid guarantee issued by a bank. The amount, form and validity are set by each tender, so read them exactly. You can estimate the cost of a guarantee with the bond and guarantee calculator, but your bank's terms are what count.
What happens after award?
Once awarded, the work becomes delivery: submittals, inspections, variations and payments. This is where project software helps. Arkan's BOQ module lets you import the priced BOQ and tie progress and payment requests to its items, and Finance handles payment requests with retention and VAT. These are used after award; Arkan is not a tendering tool and does not interface with Etimad.
What mistakes cost bidders the most?
- Missing a clarification deadline or an addendum.
- Changing BOQ descriptions or leaving items unpriced.
- Misreading guarantee wording or validity.
- Submitting late or at the last minute.
